Tarihte<br \/>\nfarkl\u0131 devletlerin yaratm\u0131\u015f oldu\u011fu y\u00f6netim usulleri, genellikle k\u00fclt\u00fcrel boyutlarda incelenmi\u015f, bu da iktisadi ve<br \/>\ntoplumsal unsurlar\u0131n ihmal edilmesine neden olmu\u015ftur. X.-XI. y\u00fczy\u0131ldan itibaren \u00f6zellikle bat\u0131 T\u00fcrkistan\u2019da<br \/>\nya\u015fayan halklar aras\u0131nda \u0130slam\u2019\u0131n yay\u0131lmaya ba\u015flamas\u0131, yerle\u015fik ve g\u00f6\u00e7ebe unsurlar\u0131n devletle\u015fme s\u00fcrecini<br \/>\n\u00f6nemli \u00f6l\u00e7\u00fcde etkilemi\u015ftir. Y\u00f6netim d\u00fc\u015f\u00fcn\u00fc kabaca, s\u00f6z konusu toplumsal unsurlar\u0131n y\u00f6netim zihniyetlerinin<br \/>\nharitas\u0131n\u0131 \u00e7\u0131karmaya \u00e7al\u0131\u015fmaktad\u0131r. \u00d6zellikle XI. y\u00fczy\u0131l civar\u0131nda yaz\u0131lm\u0131\u015f olan eserler, d\u00f6nemin y\u00f6netim<br \/>\nzihniyetini, iktisadi ve toplumsal k\u00f6kenleriyle anlamam\u0131zda anahtar olma \u00f6zelli\u011fine sahiptir. Bu a\u00e7\u0131dan<br \/>\nbak\u0131ld\u0131\u011f\u0131nda ilgili d\u00f6nem, hem eser hem de eseri yazan ki\u015finin ara\u015ft\u0131r\u0131lmas\u0131 yoluyla incelenebilir. Bunun en<br \/>\nbilinen \u00f6rne\u011fi, XI. y\u00fczy\u0131lda Balasagunlu Yusuf (Yusuf Has Hacip) taraf\u0131ndan yaz\u0131lan Kutadgu Bilig\u2019tir.<br \/>\nH\u00fck\u00fcmdara \u00f6\u011f\u00fctler (Nasihatname, Pendname) t\u00fcr\u00fcndeki bu eser, modern y\u00f6netim zihniyetinin y\u00fczy\u0131llar<br \/>\n\u00f6ncesindeki \u00f6rneklerinden biri olarak kabul edilebilir. Bu bildirinin pe\u015finde oldu\u011fu sorulardan biri tam da bu<br \/>\ntart\u0131\u015fma i\u00e7inde yer almaktad\u0131r: Bir yandan modern d\u00f6nemde y\u00f6netimin merkezile\u015fme ihtiyac\u0131n\u0131 kar\u015f\u0131layan bir<br \/>\ndevlet akl\u0131n\u0131n (raison d\u2019\u00e9tat), \u00f6te yandan da adaletin sa\u011flanmas\u0131 i\u00e7in hukuk devleti kavramsalla\u015ft\u0131rmas\u0131n\u0131n izleri<br \/>\nKutadgu Bilig\u2019te var m\u0131d\u0131r? Bu \u00e7al\u0131\u015fmada y\u00f6ntem olarak hem y\u00f6neticinin\/h\u00fck\u00fcmdar\u0131n niteliklerinin hem de<br \/>\nadaletin neden-sonu\u00e7 ili\u015fkisi ile sa\u011flanmas\u0131n\u0131n (daire-i adalet), kabaca o d\u00f6nemin iktisadi ve toplumsal ko\u015fullar\u0131<br \/>\ntaraf\u0131ndan belirlendi\u011fi kabul edilmektedir. Karahanl\u0131lar d\u00f6nemindeki toplumsal yap\u0131n\u0131n i\u00e7inde yer alan kesimler<br \/>\neserde ayr\u0131nt\u0131l\u0131 olarak incelenmi\u015ftir. Y\u00f6ntem a\u00e7\u0131s\u0131ndan toplumun farkl\u0131 kesimlerinin maddi konumlar\u0131n\u0131<br \/>\nbelirlemenin, y\u00f6netim zihniyetinin anla\u015f\u0131lmas\u0131n\u0131 kolayla\u015ft\u0131rd\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Modern y\u00f6netim d\u00fc\u015f\u00fcn\u00fc<br \/>\nklasiklerindeki \u201cy\u00f6netimsellik\u201d kavram\u0131n\u0131n, modern \u00f6ncesi d\u00f6neme ait bir yap\u0131t olan Kutadgu Bilig\u2019te aran\u0131p<br \/>\naranmayaca\u011f\u0131 bir ba\u015fka soru olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. Kutadgu Bilig \u00f6zelinde Karahanl\u0131lar\u0131n toplumsal<br \/>\nyap\u0131s\u0131, eseri yazan ki\u015fi, eserin yaz\u0131ld\u0131\u011f\u0131 d\u00f6nem ama\u00e7lanan y\u00f6ntem \u00e7er\u00e7evesinde incelenecektir.
